Right-of-way widths in excess of those recommended by the Thoroughfare Plan and required by this ordinance shall be required whenever, due to topography, additional width is necessary to provide for adequate and stable earthen side slopes. Such earthen side slopes shall not be in excess of one foot vertical for each three feet horizontal.
