(A) There is hereby established a special fund to be known as the Metropolis Construction Non- Reverting Fund for the town.
(B) The Fund shall be utilized to receive and hold the incentive payment by the town that is made in accordance with the agreement.
(C) Payments out of the Fund shall be made in accordance with the terms of the agreement.
(D) The Fund shall continue in existence during the period required to complete the obligations of the town in accordance with the agreement and, thereafter, the Fund shall terminate and cease to exist.
