7-4-2: SALE OF CITY PROPERTY:
   A.   Significant Parcel: All parcels of real property owned by the city of Plain City shall be considered significant parcels for the purpose of noticing requirements and sale procedures as outlined in this section.
   B.   Reasonable Notice: The city shall provide reasonable notice of the proposed disposition of any city owned real property at least fourteen (14) days prior to any public comment on the proposed sale. Notice shall be deemed reasonable if it has been published in the newspaper at least one time.
   C.   Value Of The Property: The city shall establish a fair market value for any city owned property proposed for disposition by having an appraisal performed on the property through a licensed appraiser.
   D.   Method Of Sale: Any city owned property proposed for disposition shall be listed for sale using a licensed real estate agent. The city may forgo the use of a real estate agent if a buyer is located through other means and at least the fair market value, as discussed in subsection C of this section, is paid for the property.
