951.10 RESIDENTIAL COLLECTION LICENSE; FEE.

The Village Administrator, upon acceptable terms and conditions, may issue a license to any person collecting or transporting within the Village for nonprofit purposes, bulky waste, recyclable or waste which is not part of the normal collection of the Village or its contractor for an annual fee of one dollar ($1.00).
