All solid wastes and recyclables placed at the collection location shall be the property of the Village, and no person other than the authorized personnel of the Village or its contractor shall collect or remove such waste.
Nothing herein shall prohibit the occupant of the premises from removing any items previously placed by such occupant at the collection location.
