951.02 ACCUMULATION OF WASTE; CONTAINERS.
   No owner, occupant or tenant of any residential premises shall permit the accumulation of any solid waste, or place the same for collection, except as hereinafter provided:
   (a)    Recycling bins shall be used exclusively for depositing recyclable materials and shall not contain any other solid wastes to be collected by the Village or its contractor.
   (b)    The Village Administrator may require the use of separate containers for the disposal of separately defined solid wastes.
   (c)    Bulk material shall be placed for collection in the following manner:
      (1)   Boards, fencing, paneling, carpeting, etc. shall be cut into four foot (4') lengths and tied in eighteen inch (18") bundles, weighing not more than fifty (50) pounds;
      (2)    Furniture, appliances, etc., including "white goods" shall be placed at the collection location with any doors removed, and rendered safe for collection. In the case of bulk materials containing Chlorofluorocarbons (CFC's) satisfactory evidence of CFC removal by a certified technician must also be displayed.
      (3)    Furniture and/or appliances, including "white goods" shall be picked up on the regular collection day, in one piece. Picnic tables, chairs, and benches are considered to be furniture.
   (d)    Yard waste material (inedible grass, leaves, brush, trees [including Christmas trees], shrub trimmings and small shrubs), shall be cut into four foot (4') lengths and tied in eighteen inch (18") bundles, weighing not more than fifty (50) pounds. Yard waste material shall be separately picked up and a separate route shall be established for yard waste only. Grass clippings shall be placed for collection in biodegradable paper compost bags, or within a metal or plastic trash can labeled as yard waste by means of a label provided by the Village or its Contractor.
   (e)    Loose material (rocks, bricks, blocks, dirt, sand, cement, etc.) must be bagged, boxed, or placed in trash cans, and is also subject to the above weight restrictions. Cardboard boxes used as receptacles will not be picked up if they become wet.
   (f)    Animal waste and/or disposable diapers shall not be placed for collection unless they are wrapped in moisture-proof material and are undetectable by odor.
   (g)    Garbage shall not be placed for collection unless it is properly wrapped before being deposited in the collection containers.
   (h)    Sealed plastic bags (designed as refuse or garbage containers) of a mill thickness of at least 1.5 and maximum capacity of thirty (30) gallons or eleven (11) pounds, sealed paper bags (designed as refuse or garbage containers) of a mill thickness of at least 1.5 and a maximum capacity of thirty (30) gallons or fifteen (15) pounds, and metal or plastic cans or barrels having a maximum capacity of thirty (30) gallons (with two (2) handles and a tightly fitting lid), shall be considered authorized containers for garbage or refuse. Metal or plastic cans or barrels shall be strong, rodent-proof, not easily corrodible, and have a tight cover which shall remain in place whenever any solid waste is in the container. All such containers shall be supplied by the subscribers.
   (i)    Cardboard boxes will be acceptable containers for bulk materials or loose materials other than garbage, however, such boxes are not acceptable if they are overloaded or become wet.
