937.01 PERMIT REQUIRED: FEE.
   (a)   Excepting the Village of Plain City, no person or entity of whatsoever description shall drill a shaft or hole into the subsurface of the ground within the Village for the purpose of the installation of a closed-cycle ground water heat pump system or earth coupled closed-loop heat pump system, unless prior to said drilling a permit has been secured from the Mayor or the officer designated by him to issue such permit(s).
   (b)   A separate permit shall be required for each and every shaft or hole drilled in the Village, and for changes in the use of an existing hole or shaft.
   (c)   A permit fee for each permit sought shall be tendered by the applicant to the Village, at the time of submission of the application(s) for such permit(s). Said fee shall be in such amount as may be established by Council from time to time.
   (d)   The responsibility for full compliance with the permit requirements of this chapter shall be with and upon the installer and/or vendor of the hole or shaft and/or the closed-cycle ground water heat pump system or earth coupled closed-loop heat pump system.
   (e)   When used in this chapter the terms “closed-cycle ground water heat pump system” and “earth coupled closed-loop heat pump system” refer to a system consisting of a continuous, unbroken pipe system running from the heat exchanger down one or more shafts or holes and returning to the heat exchanger.
