925.10 GENERAL PROVISIONS.
   (a)    Right to Contract. The Village reserves the right to enter into contracts to provide sewage treatment services with other entities and/or other users regardless of the nature of wastes to be discharged. Provided, however, that such contracts shall be in compliance with the provisions of this chapter and the rules and regulations of other governmental agencies with authority.
   (b)    Severability. If any section, clause, phrase, word, provision or portion of this chapter shall be held to be unconstitutional or invalid by any court of competent jurisdiction, the holding or decision shall not affect the validity of this chapter as a whole, or any part thereof, other than the section, clause, word, provision or portion so held to be invalid.
   (c)    Validity of Other Laws. In any case where a provision of this chapter is different from the requirements of other lawfully adopted regulations, codes or ordinances existing on the effective date of this chapter, the more restrictive requirement or higher standard shall prevail.
   All ordinances or parts of ordinances of the Village in conflict with or inconsistent with the provisions of this chapter are hereby repealed.
   (d)    Prohibitions. No person shall violate any section or provision of this chapter or any other made in pursuance thereof, nor shall any person obstruct or interfere with the execution of any order or willfully or illegally fail to obey such order.
   (e)    Tampering with Sewage Works. No person shall maliciously, willfully, or negligently break, damage, destroy, uncover, deface, or otherwise tamper with any structure, appurtenance or equipment which is part of the Village sewage works. A violation of this provision shall constitute disorderly conduct and the person committing such a violation shall be a disorderly person, and subject to arrest under a charge of a misdemeanor. Such person shall be liable to the Village for any expense, loss or damage occasioned by reason of such violation.
