The Sanitary Sewer System of the Village consists of trunks, interceptors, and collection sewers laid in streets, alleys, rights of way, and easements, and a wastewater treatment plant, the locations of which are shown upon plans and drawings filed in the Office of the Village Administrator, and all other appurtenances which are used in whole or in part in connection with the collection, treatment, and disposal of wastewater and industrial wastes; and all other extensions, additions and improvements which may be made to such a system. Its purpose is to provide for the collection and treatment of domestic wastewater and such industrial wastes as are permitted by this chapter, in order to protect the health, safety and general welfare of the residents of the Village in conformity with all applicable State and Federal laws relating thereto. The objectives are:
(a) To prevent the introduction of pollutants into the Village Sewage Works which will interfere with the normal operation of the system or contaminate the resulting sludge;
(b) To prevent the introduction of pollutants into the Village Sewage Works which do not receive adequate treatment and which will pass through the system into receiving waters, or the atmosphere, or otherwise be incompatible with the system; and
(c) To improve the opportunity to recycle and reclaim wastewater and sludge from the system.
