(a) A fee is hereby established for the inspection by Village employees of the installation, repair and/or replacement of water mains, sewer mains, and other underground utilities by private entities.
(b) Such fee shall be in the amount of twenty-five dollars ($25.00) per hour per employee involved in such inspection. Such fee shall be billed to the entity involved, and no final acceptance or tap into the Village utility system shall be permitted until such fee is paid to the office of the Fiscal Officer.
