As used in this chapter:
(a) “Private street” means that land lying between private lot lines not dedicated for public use, but intended for the use of motor vehicles for three or more residences and/or businesses.
(b) “Street,” “boulevard,” “avenue” and “alley” mean that land lying between private lot lines and dedicated for public use, and intended for motor vehicle use.
