(a) The Village Administrator, Chief of Police, and Mayor shall report to Council sidewalks they observe in need of repair. Council shall, if it agrees, cause the owner to be given informal notification to repair, or may give such notice on its own initiative.
(b) Whenever Council deems it necessary to require the construction or repair of specific sidewalks, curbs or gutters, by abutting owners, Council shall cause plans and specifications to be prepared and filed pursuant to Ohio R.C. 729.02, and proceed according to law for construction and assessment.
