No person shall maintain or operate a junk or salvaged material yard or a junk or salvaged material shop in the Village, unless such business is carried on entirely inside a building or an open area enclosed by a solid fence, with no openings, not less than seven feet in height, built of sound material uniform in height and so constructed that it is structurally safe and capable of resisting all live loads imposed on it.
