355.03 PARKING TICKET VIOLATIONS BUREAU.
   (a)    The Plain City Parking Violations Bureau shall have jurisdiction over each parking infraction that occurs within the territory of the Village, including parking infractions that are violations of ordinances, resolutions, or regulations of other local authorities and that occur within the territory of the Village. All parking infractions that occur within the Village limits of Plain City shall be handled pursuant to and be governed by this chapter and Ohio R.C. Chapter 4521, when applicable.
   (b)   Personnel:
      (1)   The Village Clerk-Treasurer is hereby appointed Clerk of the Plain City Parking Violations Bureau.
      (2)   The Council shall have the authority to appoint a hearing examiner who shall hear challenges to parking tickets at hearings set by the Parking Violations Bureau. At such hearing the rules of evidence need not be strictly followed. No person shall be appointed as a hearing examiner unless the person is an attorney admitted to the practice of law in this State or formerly was employed as a law enforcement officer.
      (3)   The Council shall assign such other duties to Village personnel as is necessary to properly operate the Plain City Parking Violations Bureau.
   (c)   All fines and penalties established for a parking infraction shall be collected by the Clerk of the Plain City Parking Violations Bureau and paid into the Village Treasury.
   (d)   The operating costs of the Plain City Parking Violations Bureau shall, pursuant to Ohio R.C. 4521.05(A), be paid by the Village of Plain City.
