339.12 ENGINE BRAKING/EXHAUST BRAKE SYSTEMS.
   (a)   No person shall apply an engine brake and/or use an exhaust brake system, (a practice commonly known as “Jake Braking”) when operating a motor vehicle upon a street or highway within the Municipality in such a manner that the use of said brakes results in excessive or unreasonable noise likely to cause inconvenience or annoyance to persons of ordinary sensibilities.
   (b)   Whoever violates this section is guilty of a minor misdemeanor.
