144.02 ORGANIZATION AND MEMBERS.
   The following general rules shall govern the Personnel Appeals Board:
   (a)   Such Commission shall be composed of three (3) members to be appointed by the Mayor for terms of six (6) years each, except that the term of one (1) of such members of the first Commission shall be two (2) years, one (1) shall be four (4) years, and one shall be six (6) years.
   (b)   The Commission shall adopt rules necessary to the conduct of its affairs in keeping with the provisions of the Charter.
   (c)   All such members shall serve without compensation.
(d)   Commission meetings shall be held at the call of the Chairman and at such other times as the Commission may determine. The Commission shall keep minutes of its proceedings showing the vote upon each question, or if absent or failing to vote, indicating such fact, and shall keep records of its examinations and other official actions, all of which shall be a public record.
   (e)   Each vacancy shall be filled within forty-five (45) days or as soon as practicable if no acceptable candidates can be found within such time.
   (f)   A vacancy occurring during the term of any member of a board or commission shall be filled for the unexpired term in the same manner as the original appointment; and
   (g)   All meetings of the Board shall be open to the public, except as allowed by the laws of the State of Ohio.
