1186.99 PENALTY.
   (a)    Whoever violates any provision of this Chapter, for which another penalty is not already provided, shall be guilty of a minor misdemeanor.
 
   (b)    The sentencing court may, in addition to or in lieu of the penalty provided in this Chapter, require the person to remove litter from any public or private property or in or on waters of the State.
