(a) The owner, lessee, agent or tenant of the owner having charge of the premises shall keep the exterior of all buildings and other structures on the premises, including, but not limited to, walls, gutters, downspouts, roofs, cornices, chimneys, drains, towers, porches, landings, fire escapes, stairs, store fronts, signs, windows, doors, awnings and marquees, in good repair, and all surfaces thereof shall be kept protected for the purpose of preservation and avoiding a blighting influence to adjoining properties. All surfaces shall be maintained free of broken glass, loose shingles, crumbling stone or brick or other conditions reflective of deterioration or inadequate maintenance, to the end that the property itself may be preserved safely, fire hazards eliminated and adjoining properties and neighborhoods protected from blighting influences.
(b) All premises shall be appropriately maintained, and lawns, hedges, bushes, trees and other vegetation shall be kept trimmed and from becoming overgrown as provided for in Chapters 1183 and 1186, where exposed to public view or where such vegetation may constitute a blighting influence or obstruct a public right of way. However, this subsection shall not preclude the maintenance of undeveloped or underdeveloped land in its natural state.
(c) All canopies, marquees, signs, awnings, exterior stairways, fire escapes, standpipes, exhaust ducts, porches, balconies and similar overhanging or protruding extensions, where exposed to public view, shall be maintained in good condition and shall not show evidence of weathering, rotting, ripping, tearing or other holes or breaks.
(d) No furniture (except lawn furniture which is designed for exclusive outdoor use and in good repair), mattresses, household furnishings, rugs, appliances, unused posts, abandoned, dilapidated or junk vehicles or vehicle parts, tires, discarded or abandoned machinery, equipment, construction equipment, construction material, brush, broken glass, railroad ties, telephone poles, roots, stumps, fallen trees, filth, garbage, trash, drums, and debris shall be placed or stored in any yard area, outdoor living area, porch, or carport, within the Village.
(e) Construction dumpsters may not remain on a property for more than ninety (90) consecutive days. The construction dumpster must be removed within thirty (30) days of completion or cessation of construction. If necessary, a request for an extension, not to exceed ninety (90) days per extension, may be made by the owner of the property to the Village Zoning Inspector.
(f) Portable storage units may not remain on a property for more than thirty (30) consecutive days.
(1) No more than one (1) portable storage unit on a lot at any given time without the express permission of the Village Zoning Inspector who may approve one (1) additional portable storage unit upon a showing of good cause.
(2) No storage unit can obstruct traffic visibility when placed on a property.
(3) During construction, a portable storage unit may be used to store on site tools. The portable storage unit must be removed within fifteen (15) days of cessation of construction.
(4) As used in this Section, "cessation" means a temporary stop of construction for thirty (30) days or more, or final stopping of all construction action.
(5) Upon request and a showing of good cause, the Village Zoning Inspector may grant a thirty (30) day extension for the placement of a portable storage unit or additional units.
(g) As used in this Section, "junk vehicle" means a motor vehicle, boat or trailer that meets any one of the following criteria:
(1) Not readily operable on the roadways of Ohio under Ohio R.C. 4513 or waterways under Ohio R.C. 1547;
(2) Extensively damaged, including, but not limited to, any of the following: missing wheels, tires, engine, or transmission, missing or broken glass, missing body panels;
(3) Unregistered in the State of Ohio or any other state;
(h) Automotive repair, storage, and restoration is prohibited in all residential zoning districts, except for work on a personal vehicle of the resident.
(i) No laundry, including but not limited to: garments, towels, bedding, and clothing shall be hung on front porches or balconies.
