1196.05 PERMIT REQUIREMENTS - SMALL WIND ENERGY PROJECTS.
   (a)   Zoning Permit. A zoning permit shall be required before construction can commence on an individual small wind energy project.
 
   (b)    As part of the permit process, the applicant shall inquire with the County and the Village as to whether or not additional height restrictions are applicable due to the unit's location in relationship to the Union County Airport.
   (c)   Applicant shall provide the Village Zoning Inspector with the following information in addition to a completed zoning permit application:
      (1)     Location of all public and private airports in relation to the location of the wind turbine.
      (2)    A report that shows:
          A.    Description and specifications of the components of the wind project, including the manufacturer, model, capacity, blade length, rotor diameter, total size and height of the unit.
          B.    If applicable, the total size and depth of the unit's foundation structure, as well as soil and bedrock data.
         C.   A list and/or depiction of all safety measures that will be on the unit including anti-climb devices, grounding devices, lightning protection, braking systems, guy wiring and anchoring.
         D.    Data specifying the kilowatt size and generating capacity in kilowatts of the particular unit.
         E.    The maximum decibel level of the particular unit. This information shall be obtained from the manufacturer of the turbine unit.
         F.    If the wind energy project is affixed to a primary structure and not a tower then the project developer must provide definitive evidence that the existing structure has adequate capacity to support that additional weight, overturning moments and cyclic loading due to operating resonance generated by the wind turbine.
      (3)    A site plan showing:
         A.    Property lines and physical dimensions of the property;
         B.    Location, dimensions and types of structures on the property;
         C.    Location of the proposed wind project;
         D.    Location of overhead utility lines on or adjacent to the property;
         E.    The rights of way of any public road/street/alley that is contiguous to the property;
         F.    Location and size of the "clear fall zone".
      (4)    A maintenance schedule as well as a dismantling plan that outlines how the unit will be dismantled.
