1327.06 POWERS, DUTIES AND PROCEDURES.
   (a)   The Board shall annually select one of its members, by majority vote, to serve as Chairperson and one as Vice-Chairperson.
   (b)   The Board may adopt rules and regulations, consistent with this chapter, governing its procedures and transactions. The Board shall meet as required to carry out the review of applications for Certificates of Appropriateness, and such other related work as may be accepted through the request of Council or undertaken on its own motion. Meetings shall be held at least once each month when there are applications to be considered and not less than once every three (3) months in any event. Special meetings may be held at the call of the Chairperson of the Board. Notice of meetings shall be given as hereinafter provided in Section 1327.10(d).
   (c)   All meetings of the Board shall be open to the public.
   (d)   The Board shall keep written minutes of all its meetings, which will be taken by a Village employee designated by the Mayor. Such minutes shall be maintained in the office of the Village Fiscal Officer's and be available for public inspection.
   (e)   The primary duty of the Board shall be to receive and take action on applications for Certificates of Appropriateness in conformance with the provisions of this chapter. In making its decision, the Board shall either approve or deny the application or approve some modification to it.
   (f)   The Board shall, as deemed appropriate, recommend to Council the modification of the boundaries of the Historic District.
   (g)   The Board shall make recommendations to the Planning and Zoning Commission and Council regarding amendments to this chapter and with respect to other legislation affecting the Historic District when such recommendations are deemed appropriate and prudent.
   (h)   The Board shall work for the continuing education of those property owners within the Historic District and the residents of the Village with respect to this chapter and the District's historic heritage and architectural significance.
   (i)   The Board may make and retain such photographs as necessary to record the character of all buildings and structures in the Historic District.
