1327.04 DEFINITIONS.
   As used in this chapter, the following terms shall have the meaning indicated:
   (a)   Alteration. "Alteration" means any material or visual change, other than the normal maintenance and repair, to the exterior of any structure located within the Uptown Plain City Historic District.
   (b)   Architectural Elements. "Architectural Elements" are functional, ornamental or decorative features, integral or attached to the exterior of a structure, including roof elements, cornices, eaves, gutters, sills, lintels, windows, doors, transoms, side lights, chimneys and other elements of exterior embellishment.
   (c)   Board. The "Board," "Design Review Board," or "Uptown Plain City Historic District Design Review Board," means the Uptown Plain City Historic District Design Review Board as established in this chapter.
   (d)   Certificate of Appropriateness. "Certificate of Appropriateness" means a certificate issued by the Board to authorize any new construction, demolition, or alteration to any building or structure in the Uptown Plain City Historic District.
   (e)   Conjectural Features. "Conjectural Features" are architectural elements or treatments added to the exterior of a structure, whose historical accuracy is based solely on guesswork, speculation or opinion rather than adequate evidence.
   (f)   Council. "Council" means the Village Council of Plain City, Ohio.
   (g)   Deviation. "Deviation" means a modification of the strict terms of the standards and design guidelines established in this chapter, or any design guidelines, design diagrams, or color guidelines later adopted by ordinance, because of conditions peculiar to the property and not the actions of the applicant, where such modification will not be contrary to the public interest and is warranted by special circumstances.
   (h)   Environmental Change. "Environmental Change" means any exterior alteration or change to any property within the Historic District, including without limitation erection or installation of signage, abrasive cleaning, painting, resurfacing, etc., or any demolition, new construction, modification or addition to any property in the Historic District.
   (i)   Historic District. "Historic District," "District," or "Uptown Plain City Historic District" means the Uptown Plain City Historic District as depicted in Exhibit “A”, which exhibit is titled Historic District Boundary, dated 12/10/2010, and attached to Ordinance 23-10 and incorporated herein by reference. The district includes all lots and parcels depicted in Exhibit “A” as being within such area and those areas of real property within the public rights-of-way that are the property owner’s responsibility for maintenance, repair and/or replacement under the ordinances and/or resolutions of the Village. However, all other areas of the public right-of- way are not included in the district.
   (j)   Preserved. "Preserved" means applying measures necessary to sustain the existing form, integrity, and materials of an historic property.
   (k)   Reconstruct. "Reconstruct" means depicting, by means of new construction, the form, features, and detailing of a non-surviving site, landscape, building, structure, or object for the purpose of replication its appearance at a specific period of time and in its historic location.
   (l)   Rehabilitating. "Rehabilitating" means the act or process of making possible a compatible use for a property through repair, alterations, and additions while preserving those portions or features which convey its historical, cultural, or architectural values.
   (m)   Restoration. "Restoration" means taking action to accurately depict the form, features, and character of a property as it appeared at a particular period of time by means of the removal of features from other periods in its history and reconstruction of missing features from the time it was built.
   (n)   Village. "Village" means the Village of Plain City.
   (o)   Working day. "Working day" means any day except Saturday, Sunday, Federal holidays and holidays of the State of Ohio.
   (p)   Zoning Inspector. "Zoning Inspector" means the zoning inspector for the Village of Plain City. (Ord. 23-10. Passed 1-24-10.)
