The intent of this chapter is to:
(a) Prevent the irreplaceable loss to the people of the Village of the aesthetic, cultural and historic values represented by the properties within the District.
(b) Protect, stabilize and improve property values within the District.
(c) Foster civic pride in the beauty and accomplishments of the past.
(d) Enhance the Village's attraction as a desirable place in which to live, thereby providing an incentive for new business and industries to locate and remain in and around the Village and established businesses to remain in and around the Village.
