The purpose of this chapter is the preservation, protection and enhancement of the property values, and the distinctive and unique character, of the Uptown Plain City Historic District, as hereinafter defined, and the fostering of the harmonious and compatible external appearance of the properties within the District as matters of public necessity, in the interest of public safety, health, morals, convenience, prosperity, and general welfare. This chapter shall be known and may be cited as the Uptown Historic District Design Review Ordinance.
