Monuments, natural terrestrial features, and buildings may be illuminated by upward directed light, providing:
(a) The fixture produces two thousand eight hundred fifty (2,850) average lumens (equivalent of a 150-watt incandescent bulb) or less;
(b) The light beam is narrowly focused and does not exceed a height of 15 feet or the width of the object being illuminated;
(c) The light is directed on the feature being lit and not directly upwards; and
(d) The illumination does not constitute a trespass or glare on neighboring properties.
(e) The installation of any mercury vapor light fixture, lamp or replacement bulb for use as an outdoor light is prohibited.
