1193.09 MANEUVERING AND DRIVE-IN STACKING AREAS.
   (a)    Maneuvering. Every parking and loading space shall have sufficient access and maneuvering use. All maneuvering uses shall be on the same lot as the use such use is intended to serve. In single-family or two-family residential districts, the maneuvering area may include a driveway, street or parking space.
    (b)    Stacking Areas. Drive-in commercial uses, in order to obtain approval as a conditional use as specified in Sections 1161.02 , 1163.02 , and 1167.02 shall be provided with such stacking areas as may be required by the Board of Zoning Appeals. In no event shall any portion of a public right-of-way be used for stacking purposes.
