1193.07 LIGHTING, STRIPING AND TRAFFIC CONTROL.
    (a)    Any nonresidential parking area with ten or more off-street parking spaces and any residential parking area with twenty or more off-street parking spaces shall be illuminated during poor visibility to provide an average intensity of one-half foot candles of light as measured at the parking surface area. All lighting for vehicular use areas shall be full cutoff type. All outdoor lighting shall be of constant intensity and shall be directed, reflected or shielded so as not to be of excessive brightness or cause glare hazardous to pedestrians or drivers, create a nuisance or unreasonably interfere with a neighboring property owner's right to enjoy his property.
 
    (b)    Any parking area with ten or more off-street parking spaces shall be striped and maintained in good condition to be clearly visible with lines at least 3 inches wide to indicate parking space limits.
 
   (c)    Any off-street parking use shall be marked or posted with such traffic control devices as may be determined necessary by the Police Chief for the protection of operators and pedestrians, including directional arrows, one-way signs, no parking signs and fire lane signs.
