Sediment basins and traps, perimeter dikes, sediment barriers and other measures intended to trap sediment on-site shall be constructed as a first step in grading and be made functional before upslope land disturbance takes place. Earthen structures such as dams, dikes and diversions shall be seeded and mulched within 48 hours of completion of installation. These structures will be inspected every seven days or within twenty-four hours of a rain event greater than 0.5 inch and will be maintained until vegetative cover sufficient enough to control erosion is established.
