(a) These Regulations are adopted to establish feasible and economically reasonable standards aimed at achieving a level of management and conservation practices which will minimize erosion of the soil and degradation of the waters of the State by soil sediment, caused by non-farm earth-disturbing activities.
(b) These Regulations are also adopted for the following purposes, but are not limited to such purposes:
(1) To permit development while keeping downstream flooding, erosion and sedimentation at minimal levels.
(2) To reduce damage to receiving streams which may be caused by increases in the quantity and/or rate of water discharged, and to reduce impairment of their capacity which may be caused by sedimentation, other pollutants or other hydrologic modifications.
(3) To establish a basis for the design of all storm drainage systems which will preserve the rights and options of dominant and servient property owners, help assure the long-term adequacy of storm and drainage systems, and ensure that post-construction water quality meets or exceeds preconstruction levels.
