1185.02 CORRIDOR DEVELOPMENT OVERLAY DISTRICT.
   (a)    Purpose. The purpose of the Corridor Development Overlay District is to provide overlay requirements to ensure that existing and anticipated corridor land uses and traffic improvements within the district will be developed in manner that protects the health and safety of the residents of Plain City and maintains the image of Plain City as a quality community. The importance of maintaining traffic flow and accessibility so as to encourage compatible land uses and to protect property values requires that special emphasis on traffic planning and frontage treatment be achieved through the use of a special district.
   (b)    Access Corridor Boundaries. The Corridor Development Overlay District shall consist of lots within the corporation limit having frontage along one or more of the following access corridors:
      (1)    Route 161 east of Butler Ave.
      (2)    Route 161 west of Jefferson Ave.
      (3)    East side of North Chillicothe Street north of Noteman Rd.
      (4)    Route 42 south of Main St.
      (5)   West Ave. within the B2 District that borders Jefferson Ave.
      (6)   U.S. Route 42 bypass north of Main Street to the corporation limit.
      (7)   Perry Pike within the B2 District that borders Jefferson Avenue.
   (c)    Permitted and Conditional Uses. Permitted and conditional uses shall be consistent with the provisions of the Zoning Ordinance and the use districts as determined by the official Zoning Map, and are not materially affected by this section, provided that any use within the Corridor Development Overlay District shall also conform to this section.
   (d)    Procedure. All properties within the Corridor Development Overlay District are required to submit a major site plan as outlined in Chapter 1140.05.
   (e)    Additional Development Standards. A use of land or structure shall conform to the development standards of the zoning district requirements in force. However, the following additional development standards shall also apply for those lands within the Corridor Development Overlay District:
      (1)   Minimum yard requirements. Minimum yard requirements are as otherwise listed in the Zoning Ordinance, except for the following:
         A.   Structure setback. Structures shall be set back a minimum of fifty feet from the edge of the street right of way of the access corridor.
         B.   Pavement setback. Parking and loading spaces shall be set back a minimum of thirty feet from the edge of the street right of way of the access corridor.
         C.   Signage setback. Signage shall be set back a minimum of twenty feet from the edge of the street right of way of the access corridor.
      (2)    Traffic flow and accessibility. The criteria that must be followed include:
         A.   There shall be no less than 500 feet between access points. This shall be measured from edge of pavement to edge of pavement. When spacing requirements cannot be met, the Planning and Zoning Commission shall determine appropriate spacing. Combined curb cuts shall be required, when practicable.
         B.   Minimization of conflict points between auto traffic and pedestrian traffic to include adequate design and demarcation of pedestrian walkways from parking or driveway areas.
         C.    Service traffic separation from customer or commuter traffic.
         D.   Frontage service drives or other such improvements may be required by the Planning and Zoning Commission if area traffic conditions warrant.
         E.   Only one primary access point per parcel shall be permitted, unless otherwise approved by the Planning and Zoning Commission.
         F.   All vehicular access points to individual building parcels shall be aligned directly opposite or offset no less than one hundred (100) feet from existing or proposed entrance drives to parcels across rights-of-way.
         G.   Entrance drives shall be no closer than three hundred (300) feet from an intersection (measured to centerline of intersecting street).
      (3)   Screening. Trash containers shall be sufficiently screened to avoid nuisance. All litter shall be controlled on site.
      (4)   Ground signs. All freestanding signs within the Corridor Development Overlay District must be ground signs. All ground signs within the Corridor Development Overlay District shall be affixed directly to a base with an exterior of either brick, stone, or wood having a width at least equal to that of the sign, with no intervening openings, supporting posts, poles, pillars, uprights or braces.
      Notwithstanding the provisions of Section 1199.06 , ground signs in the Corridor Development Overlay District shall be governed by the following maximum area and height limitations:
         A.   Height. The maximum height for a ground sign shall be as follows:
            1.   For a ground sign serving a single use, a maximum height of eleven feet, inclusive of the base;
            2.   For a ground sign serving two or more uses, a maximum height of fifteen feet, inclusive of the base.
      The maximum height shall be measured from the established grade line to the highest point of the sign or its frame or support. The established grade line shall be defined as the average finished grade for that area of the site to where the sign is to be located, provided, however, that the height of a sign shall not be artificially increased by the use of mounding.
         B.   Area. The maximum area for a ground sign shall be as follows:
            1.   For a ground sign serving a single use, a maximum area of sixty-four square feet;
            2.   For a ground sign serving two or more uses, a maximum area of one hundred square feet.
   (f)   Appeal. Any applicant whose application herein is not approved, or any applicant whose application herein is approved subject to conditions in accordance with Section 1138.06 hereof, may appeal the action of the Planning and Zoning Commission and Council as provided in Ohio R.C. 2506.
