Subdividers shall be responsible for payment of the following fees which shall be submitted with the plats. These fees are subject to review and revision by the Village Council.
(a) Fee for Processing Preliminary Subdivision Plat. For Processing of a Preliminary Subdivision Plat, engineering filing fees in the amount of five hundred dollars $500.00), plus five dollars ($5.00) per lot for each plat, together with a general filing fee of five hundred dollars ($500.00).
(b) Fee for Processing Final Subdivision Plat. For Processing of a Final Subdivision Plat and improvement plans, engineering filing fees in the amount of one thousand dollars ($1,000), plus ten dollars ($10.00) per lot plus the sum of two hundred dollars ($200.00) per page ($600.00 minimum) for each page of the improvement plans, together with a general filing fee of five hundred dollars ($500.00).
(c) Fee for Processing Minor Subdivision Plat With Improvement Plans. For processing of Minor Subdivision Plats which require improvement plans, engineering filing fees in the amount of five hundred dollars ($500.00), plus ten dollars ($10.00) per lot for each plat plus the sum of two hundred dollars ($200.00) per page ($600.00 minimum) for each page of the improvement plans, together with a general filing fee of two hundred fifty dollars ($250.00).
(d) Fee for Processing Minor Subdivision Plat Without Improvement Plans. For processing of Minor Subdivision Plats which do not require improvement plans, engineering filing fees in the amount of one hundred dollars ($100.00), plus ten dollars ($10.00) per lot, together with a general filing fee of one hundred dollars ($100.00).
(e) Fee for Processing Resubmission of Preliminary or Final Plats. Processing of resubmittals of the Preliminary Plat and Final Plat are subject to a fee of five dollars ($5.00) per lot. Processing of resubmittals of improvement plans are subject to a fee of fifty percent (50%) of the original fees.
(f) Retainer. A retainer for inspection, supervision, and testing of materials, in the amount of ten percent (10%) of the cost of construction of the required improvements based upon the subdivider's detailed estimate of said cost as approved by the Village Engineer. Said fee shall be paid prior to recordation of the plat.
(1) If the inspection, supervision, and testing fees are anticipated to exceed the retainage amount, additional retainage will be required to be deposited. Any retainage remaining at the completion of construction will be returned to the subdivider.
(2) Tests performed for the Village by commercial laboratory to verify compliance with construction standards shall be billed to the subdivider at the rates as charged by said laboratory.
(g) If the costs incurred by the Village, including legal, civil engineering or other outside services, exceed the fees collected for processing of plats or improvement plans, the additional costs must be paid by the developer. Zoning Permits will not be granted for any structure until all fees incurred as a part of the processing of plats or improvement plans, including inspection and engineering review, supervision, and testing fees are paid.

(h) Park Fee. A park fee of one thousand dollars ($1,000) per dwelling unit shall be paid to the Village by the developer or builder of any residential structure prior to the issuance of a Zoning Permit. A park fee of one thousand five hundred dollars ($1,500) per acre of commercial, office, industrial, or other business use shall be paid to the Village by the developer or builder prior to the issuance of a Zoning Permit. Such fee shall be deposited in a special fund and expended by the Village for the improvement and purchase of recreational facilities, property and equipment excluding maintenance and maintenance equipment.
