1125.07 SANITARY SEWERS.
   Each lot shall be served by an adequate sanitary sewage collection and disposal system. Evidence that the sewer construction plans have been reviewed and approved by the Village Engineer shall be submitted to the Zoning Inspector prior to approval of the final plat.
   (a)   All sanitary sewer pipe shall be reinforced concrete, polyvinyl chloride (PVC) minimum SDR 35 or profile wall, flexible pipe as approved by the Village Engineer. All pipe installations shall have sufficient strength to withstand an HS-20 live load. If PVC pipe is used, a mandrel test is required just prior to expiration of the 1-year guarantee to ensure maximum deflection of five percent (5%) has not been exceeded. Rerounding of failed pipe may be performed only if the deflection has not exceeded ten percent (10%) of the base inside diameter of the pipe by pulling a 9-arm "go/no-go" mandrel having a diameter equal to 90% of the base inside diameter of the pipe. All failed pipe shall be rerounded or replaced and warranted an additional 2 years.
Reinforced concrete pipe and structures and PVC pipe shall be shop-tested in accordance with the City of Columbus Construction Inspection Division's quality control program at subdivider's expense. A report of the material tests shall be provided to the Village Engineer.
   (b)   All sanitary sewage collection systems shall be constructed in accordance with the rules, regulations, standards, and specifications of the City of Columbus construction material specifications, EPA, and the Ohio Department of Health as referenced in the appendices, and shall be approved by the Village Engineer prior to acceptance by Village Council.
   (c)   Only under circumstances of extreme hardship and with the approval by the Village Engineer and the Village Council shall sewage lift stations or sewage grinder pumps be permitted. Where approved, such systems shall meet the standards and specifications of the Village Engineer and the Village of Plain City. No individual household sewerage systems are to be permitted.
   (d)   A map must be provided delineating the contributing area in acres to the sanitary sewer system. All sanitary sewer manholes shall be numbered, consistent with the numbering on the improvement plans. A copy of the location map may be used for this purpose.
   (e)   Wherever practical, sanitary sewers shall be laid within or adjacent to the right-of-way.
   (f)   Sanitary sewers shall be designed in accordance with Appendix A, "Sanitary Sewer Design Criteria."
      (1)   Appendix A is based on a population density of 12 persons per acre (single family, residential density) with a per capita flow of 100 gallons per day (gpd).
      (2)   For areas of greater population density than 12 persons per acre, the design flow shall be determined on a basis of population instead of area using the same per capita flow criteria.
      (3)   The sanitary sewer design shall be in accordance with the "recommended Standards for Wastewater Facilities," 2004 edition, by the Great Lakes - Upper Mississippi Board of State Public Health and Environmental Manager, and the requirements of the Ohio EPA.
   (g)   The subdivider shall provide the Village Administrator with all required Ohio EPA approvals and pay all Ohio EPA review fees.
   (h)   Minimum line size shall be 8-inch. Downstream sanitary sewer pipe sizes shall be greater than or equal to the upstream size unless otherwise approved by the Village Engineer. The flow lines of pipes shall be set such that either the crown, or the 0.8 depth points at junctions are at the same elevation. However, the crown of the outlet pipe may be lower. If larger line sizes are required to allow for future growth outside of the proposed development, the Village will participate in the cost of oversizing.
   (i)   All sanitary sewer manholes shall be precast concrete.
   (j)   Service shall be provided to each lot and to each unit of a multifamily residence. If basement service is not provided, it shall be so noted on the sanitary sewer improvement plans and on the plat. Risers shall be provided where the service is greater than 12 feet deep, provided that basement service will still be provided.
   (k)   All sanitary sewers shall be videotaped in VHS format after construction prior to acceptance of the sewers by the Village Council. The videotape shall remain the property of the Village and shall be maintained by the Village Administrator. The videotape shall clearly identify the location of the camera within the sewer and date and time of videotape, and be of sufficient quality to determine the acceptable condition of the sewers.
