The recreation and parks department is hereby established for the city of Placerville. The functions of the department are to provide opportunities for wholesome, year round public recreation service for each age group and to develop and maintain in an attractive and safe manner, the recreation and park areas and facilities of the city of Placerville, and to ensure that such facilities are suitable for a wide variety of recreation purposes.
