The fire department is hereby authorized and directed to issue, upon written application, bicycle licenses which shall be permanent. The licenses, when issued, shall entitle the licensee to operate the bicycle for which the license has been issued upon all the streets and alleys, exclusive of the sidewalks thereof, in the city.
