9-4-3: ISSUANCE OF CITATION FOR VIOLATION:

The police department, other city designated employees, or any agency or entity and its employees designated by the city council are hereby empowered to issue citations in the usual form and manner for any violations of any provisions of this chapter or chapter 3 of this title.
