The council may, by resolution, declare the necessity for the use of parking meters on any parking lot within the city that is municipally owned or controlled; may fix and determine traffic patterns for the movement of traffic on municipally owned or controlled parking lots and govern the ingress and egress thereto and therefrom, and adopt other resolutions for the regulation of lots, and when the council regularly passes and adopts any resolution for any purpose, the same shall control the use of the area affected thereby.
