This chapter is enacted pursuant to section 36516 of the Government Code, authorizing the council to provide by ordinance that each member of the council shall receive a prescribed salary the amount of which is based upon the population of the city as determined by the last preceding federal census, or a subsequent census, or estimate validated by the department of finance.
