9-3-10: BLUE CURB PARKING SPACES:
   (A)   Use Of Blue Curb Spaces: Persons using "blue curb" parking spaces shall comply with the following:
      1.   No person shall park or stand any vehicle in a disabled persons parking zone (blue curb) unless said vehicle bears a special license or displays a special placard issued under the provisions of section 9105 or 22511.5 of the California Vehicle Code.
      2.   Blue curb parking spaces shall be operative twenty four (24) hours a day, Sunday and holidays included.
      3.   Parking zones for the physically handicapped are subject to any temporary parking prohibitions established by the city.
   (B)   On Street/Off Street/Publicly Owned Parking Facilities: The city engineer shall designate special "blue curb" parking spaces for the purpose of providing on street parking for the exclusive use by physically handicapped persons; and the city engineer shall designate parking stalls or spaced in publicly owned, leased, or controlled off street parking facilities for exclusive use by physically handicapped persons. It is unlawful for any person to park or leave standing any vehicle in a stall or space designated for physically handicapped persons if, immediately adjacent to and visible from such stall or space, there is posted a sign consisting of a profile view of a wheelchair with occupant in white on a blue background, unless the vehicle displays either one of the distinguishing license plates or placard issued pursuant to sections 22511.55 and 22511.59 or to disabled veterans, as specified in section 5007 of the California Vehicle Code.
   City owned off street parking facilities subject to this section are:
      1.   Center Street Lot;
      2.   Center Street Parking Structure;
      3.   Fox Lot;
      4.   Ivy House;
      5.   Milton Lot;
      6.   Mooney Lot;
      7.   Old City Hall Lot;
      8.   Placerville Station I;
      9.   Placerville Station II;
      10.   Tetrault Lot;
      11.   Town Hall Lot.
   (C)   Off Street Privately Owned Facilities: The city hereby declares that there are privately owned and operated parking facilities which may reserve parking stalls for exclusive use by physically handicapped persons. The city police department is authorized to enforce this provision. It is unlawful for any person to park or leave standing any vehicle in a stall or space designated for physically handicapped persons, if, immediately adjacent to and visible from such stall or space, there is posted a sign consisting of a profile view of a wheelchair with occupant in white on a blue background, unless the vehicle displays either one of the distinguishing license plates or placard issued pursuant to sections 22511.55 and 22511.59 or to disabled veterans, as specified in section 5007 of the California Vehicle Code.
   (D)   Identification:
      1.   On Street Blue Curb Spaces: Blue curb spaces shall be indicated by blue paint on the curb edge of the paved portion of the street adjacent to the space. In addition, a sign consisting of a profile view of a wheelchair with occupant in white with a blue background shall be posted immediately adjacent to and visible from the space. For further identification, the international symbol of access may be painted on the blue curb in white followed by the word "ONLY". All signage and markings shall be in accordance with the Americans with Disabilities Act and the California Vehicle Code. In addition a sign not less than seventeen inches by twenty two inches (17" x 22") with lettering not less than one inch (1") in height shall be posted stating:
      Vehicles not displaying handicapped license plates or placards will be subject to a fine and/or tow away. Minimum Fine $250. Vehicles will be towed away at the owner's expense, and may be reclaimed by telephoning 530-642-5280.
      2.   Off Street/Publicly Owned Facilities: Designation of "blue curb" parking stalls in publicly owned off street parking facilities shall be made by position immediately adjacent to, and visible from same, a sign consisting of the international symbol of access. The sign shall include a profile view of a wheelchair with occupant in white on a blue background. The sign shall clearly and conspicuously state: "Minimum Fine $250" and conform to the Americans with Disabilities Act and the California Vehicle Code.
      In addition, a sign not less than seventeen inches by twenty two inches (17" x 22") in size must be posted either at the entrance to the parking facility or immediately adjacent to and visible from the reserved stall(s), which states with lettering not less than one inch (1") in height:
      Vehicles not displaying handicapped license plates or placards will be subject to a fine and/or tow away. Minimum Fine $250. Vehicles will be towed away at the owner's expense, and may be reclaimed by telephoning 530-642-5280.
      All signs shall be posted at a height of eighty inches (80") from the ground.
      3.   Off Street/Privately Owned Facilities: Designation of "blue curb" parking stalls in privately owned off street parking facilities shall be made by posting immediately adjacent to, and visible from same a sign consisting of the international symbol of access. The sign shall include a profile view of a wheelchair with occupant in white on a blue background. The sign shall clearly and conspicuously state: "Minimum Fine $250" and conform to the Americans with Disabilities Act and the California Vehicle Code.
      In addition, a sign not less than seventeen inches by twenty two inches (17" x 22") in size with lettering not less than one inch (1") in height which clearly states:
         Vehicles not displaying handicapped license plates or placards will be towed away at owner's expense. Minimum Fine $250. Towed vehicles may be reclaimed by telephoning 530-642-5280.
      This sign shall be posted at the entrance to the parking facility or immediately adjacent to, and visible from the reserved stall(s).
      Note: The person in lawful possession of the parking facility may then and only after first contacting the local police cause the removal of a violator's automobile from the stall to the nearest public garage.
      A sign must be posted at the entry to all off street parking facilities to the effect that the facility is subject to all public traffic regulations and control.
