9-3-3: RESTRICTED PARKING ZONES DESIGNATED:
The City Engineer shall establish, allot, and indicate by suitable lines or other means of indication, in any block in any street, any or all of the types of parking zones hereafter set forth; provided, however, that no zone pertaining to parking may be established on a state highway without first having received the necessary legal consent from the California state department of transportation. If a parking zone request is determined to be unwarranted, notification will be given to the requestor who then has the option to have the issue brought before the city council, via a written request to the city clerk's office, requesting that the issue be agendized for council consideration. The types of zones are as follows:
   (A)   Passenger loading zones (White Zones) are areas wherein no person shall stop, stand or park a vehicle except for the loading or unloading of passengers, and the curbs adjacent to such zones shall be colored white to indicate the areas to be passenger loading zones; and that it shall be unlawful for any person to stop, stand or park a vehicle in any such zone for any purpose except for the loading or unloading of passengers, for a longer continuous period of time than ten (10) minutes. There shall be passenger loading/unloading zones established at the following location:
      1.   Adjacent to the westerly twenty feet (20') of the property located at 300 Main Street.
   (B)   Commercial loading zones (Yellow Zones) in the city shall be designated by having the curb adjacent to such zone painted yellow. Between the hours of eight o'clock (8:00) A.M. and six o'clock (6:00) P.M. Monday through Saturday, except holidays, use of a yellow zone by commercial vehicles as defined by the California Vehicle Code, shall be limited to the loading and unloading of passengers, freight, goods, wares or merchandise only for a period not to exceed twenty (20) minutes. For all other days and times, parking shall be permitted in a yellow zone subject to standard parking limitations for the applicable street. Any vehicle parked contrary to the limitations established above shall be subject to tow and fine. Vehicles displaying disabled person license plates, handicap placards issued by the department of motor vehicles or a city of Placerville temporary commercial loading zone permit may park in loading zones for a period of twenty (20) minutes during periods that loading zone standards are in effect as specified above. The loading or unloading of disabled persons in such zones shall be accomplished only by utilizing a curbside or right-hand door or by a door so located as to provide access at the rearmost portion of the vehicle. Commercial vehicle loading/unloading zones (twenty (20) minute yellow zones) shall be established at the following locations:
      1.   Beginning twenty feet (20') from the westerly edge of the property located at 300 Main Street and extending forty five feet (45') to the east.
      2.   On Stage Coach Alley adjacent to the businesses located at 301 and 305 Main Street.
      3.   On Stage Coach Alley from roughly the midpoint between the northeasterly and northwesterly corners of the businesses located at 359 Main Street to the westerly side of the business located at 379 Main Street.
      4.   Adjacent to the businesses at 400 - 430 Main Street.
      5.   Adjacent to the business at 447 Main Street.
      6.   Adjacent to the businesses at 482 and 484 Main Street.
      7.   On the west side of Pacific Street (State Route 49) beginning at a point eighty feet (80') south of the Main Street intersection and terminating one hundred seventy feet (170') south of the Main Street intersection.
   (C)   Limited time parking zones (Green Zones) are areas wherein no person shall stop, stand or park a vehicle in excess of the period of time indicated by suitable signs or markings; the council may also establish limited time parking zones, and shall fix and designate the periods of time in excess of which parking in the zones shall be illegal, and shall mark these zones by signs. It shall be unlawful for any person to stop, stand or park a vehicle in any such zone for a longer continuous period of time than that indicated by the adjacent signs or markings. The term "continuous period of time" as used in this section shall include moving a vehicle from parking space to parking space for the sole purpose of parking a vehicle in such zone for longer than the time indicated by the adjacent signs or markings. Limited time parking zones (Green Zones) shall be established in the following locations:
      1.   Adjacent to the business at 88 Main Street (thirty (30) minute green zone).
      2.   Adjacent to the parking area of 103 Main Street (twenty (20) minute green zone).
      3.   Adjacent to the business at 132 Main Street (twenty (20) minute green zone).
      4.   Adjacent to the business at 138 Main Street (twenty (20) minute green zone).
      5.   Adjacent to the business at 339 Main Street just west of the crosswalk (twenty (20) minute green zone).
      6.   Adjacent to the business at 348 Main Street (twenty (20) minute green zone).
      7.   Adjacent to the business at 359 Main Street just east of the red zone/fire hydrant (twenty (20) minute green zone).
      8.   Adjacent to the businesses at 360 - 364 Main Street just east of the crosswalk (twenty (20) minute green zone).
      9.   Adjacent to the business at 413 Main Street (twenty (20) minute green zone).
      10.   On both sides of the driveway at 532 Main Street (twelve (12) minute green zone).
      11.   Adjacent to the business at 533 Main Street (twelve (12) minute green zone).
      12.   Adjacent to the business at 537 Main Street (twelve (12) minute green zone).
      13.   Adjacent to the business and parking area at 542 Main Street (twelve (12) minute green zone).
      14.   Adjacent to the business at 585 Main Street (twelve (12) minute green zone).
      15.   Adjacent to the businesses at 617 and 619 Main Street (twenty (20) minute green zone).
      16.   On Stage Coach Alley from the northeasterly corner of the business at 339 Main Street to a point midway between the northwesterly and northeasterly corner of the business located at 359 Main Street (twenty (20) minute green zone).
   (D)   No person shall stop, stand or park a vehicle in excess of the period of time indicated by signs located on Main Street.
   (E)   Two (2) hour limited time parking zones are hereby established on the following streets between the hours of eight o'clock (8:00) A.M. and four o'clock (4:00) P.M. on non-holiday weekdays:
 
Bee Street
Northerly side from Coloma Street to a point lying 80 feet east of Molly Lane.
South side from a point lying 80 feet east of Molly Lane to a point lying 265 feet west of Coloma Street.
South side from a point lying 180 feet west of Coloma Street to a point lying 50 feet west of Coloma Street.
 
   (F)   Two (2) hour limited time parking zones are hereby established on the following streets between the hours of eight o'clock (8:00) A.M. and six o'clock (6:00) P.M., Monday through Saturday, holidays excepted; except in those areas designated otherwise herein:
 
Main Street
Both sides from the eastern terminus of Forni Road easterly to Cedar Ravine Street except as otherwise designated herein.
Four spaces at the northerly terminus of Old Canal Street.
North side of Main Street between the westerly edge of the business located at 617 Main Street and a point 40 feet east of Sheridan Street.
Pacific Street
Both sides from Main Street to Sacramento Street except as otherwise designated herein.
On the east side five spaces adjacent to the parking lot at 209 Main Street.
 
   (G)   Commercial Loading Zone (Parking Space) in the City shall be designated by having signage indicating the use for Commercial Loading Zone only. Signage shall state that commercial loading is permitted in the parking space during specified hours and on specified days. Use of a commercial loading zone (parking space) by commercial vehicles as defined by the California Vehicle Code, shall be limited to the loading and unloading of passengers, freight, goods, wares or merchandise only for a period not to exceed twenty (20) minutes. No parking by any vehicle is permitted in the parking space during any other time. Any vehicle parked contrary to the limitations established above shall be subject to tow and fine. Commercial loading zones (twenty (20) minute parking spaces) shall be established at the following locations:
