The chief of police shall issue a permit hereunder when he finds:
(A) The proposed activity or use of the Bell Tower monument will not result in damage or excessive wear and tear to the Bell Tower monument;
(B) The proposed use or activity will not present a threat to the public safety of pedestrians in or around the Bell Tower monument;
(C) The proposed use or activity will not unreasonably interfere with the efficient flow of vehicular traffic in and around the Bell Tower monument;
(D) The proposed use or activity will not entail unusual or burdensome expense or security operation by the city; and
(E) The Bell Tower monument has not been previously reserved for other use. (Ord. 1519, 2-28-1995)
