8-16-3: PURPOSE:
The city council recognizes that the primary use of the Bell Tower monument and the Druid monument is as historic monuments, the preservation of which is necessary so that they may be continuously enjoyed by all citizens. The council has determined that constant pedestrian traffic in and around these monuments interferes with their use as public monuments and that excessive wear and tear will threaten their longevity. The council also finds that heavy pedestrian traffic going to and from these monuments poses a threat to public safety and impedes the orderly flow of vehicular traffic. Thus, the council find it necessary to regulate the use of these monuments in order to adequately protect these monuments, to protect public safety and facilitate the efficient flow of vehicular traffic in the area.
