8-16-2: BELL TOWER MONUMENT:

No person shall enter upon, stand, site or lie upon, or in any way occupy the Bell Tower monument, or any portion thereof, or any structure appurtenant thereto, without having first obtained a permit from the chief of police of the city. (Ord. 1519, 2-28-1995)
