(A) The consumption and/or possession of alcoholic beverages as defined herein may be permitted at special events where the sponsor has obtained a temporary license for the sale of alcoholic beverages from the department of alcoholic beverage control or by permit of the city council or its designee. For purposes of this section, the city council does hereby designate the following persons to act as its agent: city administrator, chief of police and director of parks and recreation.
