Unless hereinafter specifically exempted from the provisions of this chapter, no person shall destroy or significantly alter forest lands on or upon any "subdividable parcel" as defined herein unless the woodland alteration permit requirements are met. No final subdivision map shall be filed unless the requirements of the woodland alteration permit are met, unless adequate security is placed with the city to ensure that said requirements can be accomplished by the city at its discretion.
