1-15-2: MAYOR PRO TEMPORE:
The mayor shall preside at the meetings of the council. If he is absent or unable to act, the council shall appoint a mayor pro tempore, who shall serve only until the mayor returns or is able to act. The mayor pro tempore shall have all of the powers and duties of the mayor in his absence 2 . (1962 Code)
