If the property owner fails to eradicate or destroy the infested or dead trees or to control the beetle infestation as requested by the city of Placerville, then the city of Placerville may have this done by a private, professional tree surgeon and the property owner shall be obligated to pay the city the amount charged by the private, professional tree surgeon in eradicating or destroying the tree or controlling the infestation.
