It shall be unlawful for any person to discharge or permit the discharge of any water, except sewage water only, including storm drainage or groundwater into any sewer or pipeline or sewer mains of the city. "Drainage" and "stormwater" within the meaning of this chapter expressly includes water flowing from the roofs of buildings, creeks, springs and from the surface of lands and also includes irrigation water.
