7-2-5: VEHICLES SPILLING LOAD ON THOROUGHFARE:
No vehicle shall be driven or moved on any public thoroughfare, unless the vehicle is so constructed or loaded as to prevent any of its contents or load, other than clear water, from dropping, spilling, sifting, leaking or otherwise escaping therefrom.
No vehicle loaded with garbage, swill, cans, bottles, waste, papers, ashes, refuse, trash or rubbish, or any other noisome, nauseous or offensive matter, shall be driven or moved unless the load is covered with a cover sufficient to prevent the load, or any part of the load from spilling upon the public thoroughfare. This section does not prohibit a rubbish vehicle from being without cover while in the process of acquiring its load, nor does this section prohibit a rubbish truck from being without cover; provided, that said rubbish truck is so constructed as to prevent its load or any portion of its load from spilling.
