Subscription to mandatory collection service shall not be required until the service becomes available to each affected property. The property owner of each occupied premises shall assume responsibility for subscribing to collection service within seven (7) days of either written notification from the city or occupancy of the premises, whichever is sooner. At the city's discretion, providing collection service to all properties may be implemented in phases with residential single-family and small residential multi-family properties to be implemented initially. Larger residential multi-family, commercial and other uses shall be implemented as programs become available and economically viable. (Ord. 1629, 6-23-2009)
