If any section or part of any section of this chapter is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, the remainder hereof not hereby invalidated shall remain in full force and effect. The council of the city hereby declares that it is the intent of such council that it would have passed all other portions of this chapter independent of the elimination therefrom of any such portion as may be declared invalid.
