It shall be unlawful for any person to use or operate or permit the use or operation of any sound amplifying equipment out of doors or indoors when used or operated to reach persons out of doors, without first obtaining a written permit from the chief of police, with the exception of city parks, which shall require the approval of both the chief of police and director of community services. Such permit shall be issued, subject to the limitation hereinafter set forth in section 6-10-4 of this chapter, unless the permit requested is for a location within a zone of quiet which has been established as hereinafter provided.
